According to regulations released by the Guangdong Provincial Prevention and Control Headquarters Office for COVID-19, as of March 19, those without medical insurance arriving in Guangdong from abroad will need to pay for any expenses incurred during mandatory quarantine. However, exceptions may be made for those facing financial hardships.

All people arriving from overseas to Guangdong will be required to undergo nucleic acid testing, which will be provided for free.

For those with basic medical insurance in Guangdong, any co-payments or excess fees will be covered by subsidies from financial authorities; however, any accommodation or catering costs associated with required mandatory centralized quarantine will need to be covered by individuals. All Chinese nationals returning from abroad will be required to comply with 14-quarantine measures, while foreign nationals with travel histories to 19 countries will also be quarantined.
