Zhuhai General Public Budget increases by 14.2 percent

The General Public Budget for 2021 will increase by 14.2 percent from last year to 71.1 billion yuan ($11 billion) for sci-tech innovations, transportation and ecology, new development, integrating urban and rural areas, and public services.

The 2020 budget implementation and 2021 draft were approved Feb 3 at the 9th Session of the 9th Zhuhai Municipal People's Congress.

Allocated are 3.18 billion yuan ($492 million) toward innovation-driven development, of which 1.82 billion yuan ($282 million) is to construct carriers such as industrial parks, and 620 million yuan ($96 million) for projects of R&D institutions such as the Southern Marine Science & Engineering Guangdong Laboratory (Zhuhai) and Sun Yat-sen University's Tianqin Space-based Gravitational Wave Research.

Furthermore, 320 million yuan ($50 million) will be used to bring in and award talents; 260 million yuan ($40 million) to boost high-quality real economy; 160 million yuan ($25 million) for fundamental and applied research, technological R&D and transformation to industry, and sci-tech innovation infrastructure.

The city will spend 5.91 billion yuan ($914 million) on further infrastructure of which 4.66 billion yuan ($721 million) is for transport works such as the Zhuhai Airport Urban Rail Transit Phase II, Xianghai Bridge and its west extension line, and Xingye Express Road, and 1.25 billion yuan ($193 million) for municipal infrastructure.

Some 1.93 billion yuan ($299 million) is allocated to foster a new development pattern with a higher level of Reform & Opening-Up, of which 1.24 billion yuan ($192 million) will be to construct Gaolan Port Integrated Free Trade Zone infrastructure, 490 million yuan ($76 million) to optimize the checkpoint-oriented business environment, and 160 million yuan ($25 million) to further develop economics and trade.

In addition, 2.41 billion yuan ($373 million) is earmarked for rural rejuvenation. That includes 1.2 billion yuan ($186 million) for more agricultural-forest-water infrastructure, 630 million yuan ($97 million) to beautify rural environments and protect farmland, and 580 million yuan ($90 million) to consolidate the achievements of poverty alleviation.

In all, the city will spend 4.09 billion yuan ($633 million) on ecological civilization with 1.52 billion yuan ($235 million) going to the treatment of Qianshan River, 400 million yuan ($62 million) toward sewage and sludge treatment, 250 million yuan ($39 million) to construct Doumen's Zhongxin Eco-environmental Protection Industry Park, and 220 million yuan ($34 million) for road, bridge, and tunnel maintenance.

Moreover, 1.66 billion yuan ($257 million) will subsidize the operation of 1-yuan (16-cent) buses and the release, operation, and transformation of new-energy vehicles, while 40 million yuan ($6 million) is for maintenance of the public bicycle rental system. 

Of the 7.44-billion-yuan ($1-billion) livelihood improvement fund, 3.14 billion yuan ($486 million) will be used in education, 1.96 billion yuan ($303 million) in medical services, 1.49 billion yuan ($231 million) in social security, and 850 million yuan ($131 million) in solving the most difficult basic livelihood issues.
